Software Development
CESSI is responsible for
comprehensive life-cycle development for many major
applications at DOL/ETA including the Enterprise Information
Management System (EIMS), the Apprenticeship Information
Management System (AIMS), and many other critical administrative
systems used at DOL. All such development is done in
accordance with the department's Systems Development
Life Cycle (SDLC) and includes analysis of strategic
components and IT investment portfolio, as well as each
of the phases in the SDLC. The major phases are:
- Conceptual Planning Phase
- Requirements Definition Phase
- Design Phase
- Development and Testing Phases
- Implementation Phase
- Operations and Maintenance Phases
- Disposition Phase
CESSI has had considerable
input into a department-wide, comprehensive description
of the software life cycle, software configuration
management requirements, software quality assurance
steps, software developer group tasks and test group

The SLDC document also lists examples and procedures
of Cost-Benefit Analysis Formats, Feasibility Studies,
Risk Management Plans, Project Management Plans, Functional
Requirements Documents, Acquisition Plans, Configuration
Management Plans, Preliminary and Detailed Design Documents,
Implementation Plans, Test Plans, Acceptance Test Reports,
Training Plans, Maintenance Manuals, Operations Manuals,
Systems Administration Manuals, User Manuals, Security
and Privacy Certifications, and Disposition Plans.
CESSI develops software
with a variety of languages and products, including
Oracle 8, 8i, and 9i, Oracle Designer, Developer, Forms,
and Reports, Cold Fusion 4.5, 5.0, Java, JavaScript,
ASP. Design and development tools such as Rational Rose
Analyst Studio and TOAD are also used. Microsoft Project
is our own in-house collaborative workspace used to
project deliverables, balance resource loads, and store
documentation.
CESSI is leading employees
in an effort to achieve SEI CMM certification and implement
the Baldrige Criteria for Performance Excellence.
